Sexual Misconduct Cases in the Catholic Church of England and Wales – Safety and Support Assessment and Planning Framework

The SAS Assessment and Planning Framework enables those with safeguarding responsibilities to consider the safety, welfare and protection of all individuals where there are concerns relating to sexual misconduct. This may include those who are

  • Victims/survivors of sexual misconduct (those reporting/disclosing)
  • (Alleged) perpetrators or those that have been identified as perpetrators/offenders – for example clergy, non-clerical staff or volunteers, members of Religious Life Groups, visiting clerics, congregants or potential congregants (this is a non-exhaustive list

The framework will

  • confirm the Church’s commitment to its duty of care and emphasise the practical and pastoral support available to individuals throughout the process, either through the Church or via external support services;
  • ensure all individuals are fully informed about safeguarding processes (and potential criminal justice/disciplinary processes where relevant) and the impact these may have on them;
  • identify and manage any support needs, enabling appropriate signposting and referrals;
  • identify and appropriately manage any areas of risk or potential risk (this could be risk to self, to others, or risk from others), ensuring appropriate referrals, action and escalation;
  • reduce the potential for further risk and/or needs to arise; and
  • identify the roles and responsibilities of involved personnel in managing any and all needs and risks that have arisen in sexual misconduct cases, as part of the assessment

Training Sessions

To support the implementation of the Safety and Support Assessment and Planning Framework  LimeCulture will provide bespoke training sessions.

The training will cover

    • consistent use of framework to assure a thorough understanding of the new organisational approach to the identification, monitoring and management of risk,
    • effective case management and escalation processes
    • how to ensure robust decision-making and maintain ongoing oversight of any identified risks

Although LimeCulture is unable to offer advice on individual cases, due to restrictions by our insurers, we will be able to offer generic information and advice through the use of case studies to illustrate key considerations and allow us to support delegates to develop the confidence and competence to navigate various scenarios.
